A grant for debit card start-up costs designed to attract 100 new and underserved members and to offer debit cards to 60 new members and 45 present members. The project will transform E. S. B. Employees Federal Credit Union from a savings-based depository to a cash-based financial institution.
HD York FCU
$3,000.
A grant for debit card start-up costs designed to attract 25 new and underserved members and to offer debit cards to 25 new members and 125 present members. The project will transform HD York Federal CreditUnion from a savings-based depository to a cash-based financial institution.
Penacol FCU
$3,000.
A grant for debit card start-up costs designed to attract 50 new and underserved members and to offer debit cards to 50 new members and 250 present members. The project will transform Pencol Federal CreditUnion from a savings-based depository to a cash-based financial institution.
Teamsters Local 30 FCU

A grant for debit card start-up costs designed to attract 200 new and underserved members and to offer debit cards to 200 new members and 274 present members. The project will transform Teamsters Local 30 Federal Credit Union from a savings-based depository to a cash-based financial institution.

Pennsylvania Credit Union Foundation - Haiti Fact-Finding
$3,000.
Emergency grant associated with a fact finding mission to ascertain the extent of damage and the assistance that could be rendered to credit unions and the remittance system as a result of the earthquake that struck Haiti in January, 2010. A PCUA Task Force will be established to act upon recommendations made by the fact-finding team.

Financial Literacy

Belco Community Credit Union - Classroom Education
$2,905.
This grant supports the development of classroom education at five high schools in Dauphin and Cumberland Counties, plus the provision of materials to schools and community organizations in the city of Harrisburg by credit union volunteers. The project’s immediate purpose is to provide education to 725 high school students and 100 community beneficiaries in schools, at libraries,and in community centers. It is expected that students and their parents will join the credit union movement as a result of such outreach efforts.
BizKids Media Outreach Financial Literacy Program
$10,000.
The fifth year of a multi-year program grant to the Washington State Credit Union Foundation to finance a financial literacy pilot program televised on the Public Broadcasting System throughout the United States. This credit union sponsored program reached a potential audience of more than 1 million students in the six largest Pennsylvania TV marketing areas in 2010. Thus far, 39 episodes have been transcribed with an additional 13 episodes expected in 2011.
Erie FCU - Education & Partnership
$8,986.
A grant to provide an additional classroom education program to 942 high school students in 7 high schools in 3 Crawford County school districts. Under this partnership between the credit union, the Erie Time-News newspaper, Penn State University, and Junior Achievement, students will receive nearly 40,000 person hours of financial education. The website development and education component is expected to generate 25 hits per day and 2 student accounts per month.
CCCS of NE PA, Inc. Classroom Education
$4,568.
A grant to provide financial education in the classrooms at 8 schools in the Scranton-Wilkes-Barre area of Pennsylvania. The project also seeks to provide financial and economic life skills to over 800 vulnerable high school students both to help them manage their finances, as well as to reduce instances of credit problems experienced at a young age.
Lebanon FCU Outreach Partnership
$6,700.
A $6,700 third year grant as part of a $36,700 multi-year effort for community outreach and financial education to Lebanon County residents. The project has provided 862 person hours of counseling to 495 underserved community members, including senior citizens in need of housing and financial education support. A minimum 642 financial education counseling modules were taught by the credit union’s partner, PROBE. The project’s ultimate goal is to institutionalize county services that address the needs of the underserved. During its fourth year, the Pennsylvania State-funded Family Savings Program (FSP) that assisted 34 beneficiaries and in which Pennsylvania provided matching funds for amounts saved at the credit union was halted in 2010 by the Commonwealth – a victim of the state budget crisis.
Main Line Health Employees FCU - Workplace Education
$7,000.
This grant supports the first workplace enhancement effort towards both credit union employees and SEG businesses that form the base of many credit unions. The project is being implemented at 7 SEGS and 6 community venues in Delaware County. Its purpose is to provide financial education and economic life skills to a minimum of 350 adults through 7 “Lunch & Learn” seminars for employees and 6 community education seminars for both members and non members at selected dinner sites.
Money Management International (CCCS) Classroom Education
$4,900.
A grant will provide books for additional classroom education program benefiting 1,620 underserved students at Northern York H.S. The school was previously served by a credit union student branch but without either a classroom component or by Foundation support. It is hoped that, if successful, this pilot project will not only reduce the incidences of credit problems experienced by the students but also enhance student branch operations and activities at the school and at other schools served by the credit union.
National Youth Involvement Board Education Sponsorships
$2,700.
This grant sponsored four youth-oriented sessions entitled “Youthful Products for a Younger Market,” “Youth Market Penetration,” Classroom Best Practices,” and “Young Member Retention.” Sessions were presented during the NYIB’s annual convention in July 2010. The project’s immediate purpose was to provide career and financial education to more than 200 credit union staff and younger members to enable them to understand and present lessons learned to vulnerable and underserved young people to constitute the future membership of the credit union movement.
P & G Mehoopany FCU - Education & Partnership
$10,000.
A grant to provide classroom education to four high schools in North Central Pennsylvania - Dallas H.S., Elk Lake H.S., Tunkhannock H.S., and Susquehannock Vo-Tech H.S. Each was previously served by a school branch without either a classroom component or Foundation support. Each will benefit from a virtual software program entitled “Knowledge Matters” as part of a website and National Endowment of Financial Education (NEFE) booklets that will be used by more than 850 students. In addition, the credit union hopes to recruit additional students to join its student branches that will bring the number of student members to 1,750.
REAL Solutions / Credit Union Better Choice Baseline Data Survey
$10,000.
A tripartate partnership among the National Credit Union Foundation, (NCUF) the Pennsylvania Credit Union Association, and the Foundation to measure the effects of the Credit Union Better Choice program on the habits and uses of funds by borrowers. Among the most significant goals of the project are: 1. to determine if borrowers are capable of saving money; 2. are borrowers able to establish goals for the longer term use of accrued funds, and 3. would a financial literacy component enhance their capacity to implement these two aims. This grant will generate an additional $13,000 from the NCUF.
WEST-AIRCOMM FCU / HOBC Partnership
$10,000.
This grant establishes a multi-year partnership between WEST-AIRCOMM FCU and Housing Opportunities of Beaver County (HOBC) to encourage increased home purchases by first time buyers and increased renegotiating by homeowners threatened with foreclosure through financial counseling activities. The grant has permitted HOBC to implement and monitor financial counseling to more than 952 underserved consumers and to provide those who successfully complete the counseling sessions with up to $6,000 in federal funds to purchase homes. As of the end of 2010, 4 mortgages were originated and 109 first time home buyer candidates had made monthly mortgage payments on time.
Wheatland FCU - Student Branch
$10,000.
The grant is in support of a project being implemented at Hempfield High School, Lancaster County. It will ultimately provide financial education in the classroom to 500 students per year. Its student branch is expected to provide member services to more than 200 students per year, including shares, share draft accounts, debit card services, personal loans, and auto loans.
Internet Banking

Central York FCU
$3,000.
A grant that provides for installation and software charges associated with electronic marketing, Internet banking, and Bill Pay services and designed to attract 150 new credit union members over the next two years. During the course of the project, 300 members are expected to sign up for Bill Pay, and 400 for share draft/debit cards while making use of Internet banking services. The project will help expand Central York Federal Credit Union’s younger membership, as well as to provide enhanced sources of membership to a different audience.
Wyse FCU
$3,000.
A grant that provides for installation and software charges associated with electronic marketing, Internet banking, and Bill Pay services and designed to attract 60 new credit union members over the next two years. During the course of the project, 52 members are expected to sign up for Bill
Pay, 30 for share draft/debit cards, and 14 for loans while making use of Internet banking services. The project will help expand Wyse Federal Credit Union’s younger members, as well as to provide enhanced sources of membership to a different audience.

A grant to provide signage advertising and designed to attract 90 new and underserved members during the next two years. Erie Flagship FCU

Erie Flagship FCU received a strategic planning grant in December 2010. The planning session will be facilitated by the Pennsylvania Credit Union Association in early 2011 and a series of planning priorities will be identified and considered by the credit union board during the first quarter of 2011.
